Sto Color Membrane for Stucco – Library Wing and Annex Project

Notice is hereby given that Rutland Northeast Supervisory Union is seeking sealed bids from qualified contractors for the Sto color membrane coating project at the Library Wing and Annex at Otter Valley Union Middle/High School.

Scope of Work:
The project includes: Library Wing - Clean the entire exterior finish system by means of pressure washing with recommended cleaning solutions. Inspect all exterior finish surfaces and implement any and all repairs to the finish as required. Remove all existing sealants at windows, doors and all other dissimilar materials. Remove and repair all damaged surfaces at the canopy areas where water has penetrated the soffits at the ends of the roof to wall connections. These repairs will include replacement of damaged sheathing materials in these areas. Add control joints thru the system where structure movement has caused the system to crack in a few instances. Apply two coats of STO Color Lotusan to all exterior finish system surfaces. Reinstall all sealants to provide for watertight connection at all exterior finish system interfaces with dissimilar materials. Annex - Clean the entire exterior finish system by means of pressure washing with recommended cleaning solutions. Inspect all exterior finish surfaces and implement any and all repairs to the finish as required. Remove all existing sealants at windows, doors and all other dissimilar materials. Apply two coats of STO Color Lotusan to all exterior finish system surfaces. Reinstall all sealants to provide for watertight connection at all exterior finish system interfaces with dissimilar materials.

Pre-Bid Conference:
An optional pre-bid meeting will be held at the project site on April 16, 2026 at 9AM. All prospective bidders are encouraged to attend to review existing conditions.

Bid Submission:
Sealed bids must be received no later than April 30, 2026 at 12:00PM at: RNESU Attention: Rich Vigue, 49 Court Drive Brandon, VT 05733

Bids must be clearly marked:
“Bid – Sto Stucco Color Membrane Project - OVUHS”

Bid Opening:
Bids will be publicly opened and read aloud immediately following the submission deadline at RNESU 49 Court Drive Brandon, VT 05733.

Bid Requirements:
Each bid must be accompanied by:

Proof of insurance and applicable licensure
References
Estimated project schedule

Award of Contract:
The responsible administrator (e.g., Business Manager, Facilities Director) shall:

Evaluate bids against specifications and criteria outlined in the solicitation.
Identify the lowest responsible bidder (or best value if applicable under the bid terms).
Document justification for recommendation, including:

Any bid rejections
Any irregularities waived
References or past performance

A written recommendation shall be prepared for Board consideration.

Project Timeline:
Work is anticipated to commence on or about June 18, 2026 and be completed by August 21, 2026.
